
Congressman Lacson turns over PGMAs Flatbed
Dryer to DAR ARBs in Brgy. Katilingban Talisay
Talisay City – Congressman Jose Carlos ‘Kako’ Lacson turned over
yesterday one (1) Flatbed Dryer with Biomass Furnace and Shed Project
(concrete structure) with organic fertilizer to agrarian reform
beneficiaries in Hda. Pilar-Paraiso, Talisay City, together with DAR
PARO Gideon A. Umadhay, Jr.
This Flatbed Dryer is
used in drying up not only palay and corn but also cassava, camote and
any crops that needs drying especially during rainy season.
In
the message of Congressman Lacson, he thank the presence of PARO Umadhay
and emphasized
that there are two Flatbed Dryers granted to his district with no less
than
President Gloria Macapagal Arroyo thru the Dept of
Agriculture and it was him who is implementing it to the rightful
beneficiaries.
The other one was given to Victorias City.
He further stated that PGMA’s help cannot
be seen or feel for it is not her facing the people and turning over the
support services and basic services.
It was also HE Pres. Arroyo who granted
these project
as part of the support services to our ARBs
and other marginal farmers.
In addition to his message he further
stated that out of 240 congressmen only one authored the ‘Total Log Ban
Law” and this Law will be the legacy he will bring to the children.
Lately, flashfloods frequently occurs that
destroys the top soil of the soil below that leads to its destruction
and not anymore viable for planting.
He is also rallying behind the use of
organic fertilizer for it is environment friendly.
Finally in his message he challenged the
ARBs to tke care of all the support services given to them and continue
to pray for its continuity thru HE Pres. Gloria Macapagal Arroyo, with
words to ponder
'No leaves will move without the blessings from heaven’.

DAR Holds Orientation Workshop on IRR of CARPer
Department of Agrarian Reform, Negros Occidental, conducted its
Orientation Workshop November 10, 2009 on Implementing Rules and
Regulations of CARPER for all personnel from San Carlos City down to
Hinoba-an
with one common objective, uniform interpretation and implementation of
RA 9700.
Otherwise known as DAR Administrative Order No. 2, Series of 2009,
entitled “Rules and procedures Governing The Acquisition and
Distribution of Agricultural Lands Under Republic Act 6657(CARP),
as
Amended by R.A. 9700(CARPER) will serve as guide for all DAR employees
nationwide and stakeholders on how should it be implemented within
the period of five (5) years.

60% OF WV CARP
lands for Negros ARBs: DAR
The Department of Agrarian Reform (DAR) Negros Occidental Provincial
Office yesterday said that sixty (60) percent of the total lands that
are allocated for distribution to all Agrarian Reform Beneficiaries
(ARBs) in the whole Western Visayas (Region 6) region are in Negros
Occidental and the agency is bound to complete the task set by the
Comprehensive Agrarian Reform Program Extension with Reform (CARPer)
before its due date on June 30, 2014.
This was disclosed yesterday during the orientation workshop conducted
by DAR Negros Occidental on the implementing Rules and Regulation (IRR)
of Republic Act 9700 or the CARPer Law, which President Gloria Macapagal-Arroyo
(PGMA) signed last August 7, 2009.

10,000
hectares of CARP lands to be awarded
About 5,000 hectares of Agricultural lands
are expected to be distributed by the
Provincial Agrarian Reform office in Negros Occidental by the end of
2009 and 10,000 hectares more by next year, PARO Gideon Umadhay said
yesterday.
Umadhay Led the orientation workshop on the implementing rules and
regulations of Republic Act 9700, or the CARP Extension with Reforms
Law, yesterday at the Sugarland hotel in Bacolod.
Umadhay said they are also working on untitled agricultural lands, which
they also plan to distribute to farmer-beneficiaries in the province.

House Approves
CARP 2010 budget
The House of Representatives approved on second reading the CY 2010
budget for the Comprehensive Agrarian Reform Program.
Under Republic Act 9700, Congress has allocated P150 billion budget for
CARPer implementation in the next 5 years.
This translates to an equivalent of 30
Billion budgetary allocation for the DAR annually, the press release
said.
However, the Development Budget Coordination Committee has only
considered P19.4 billion for CY 2010 budget out of the proposed 23
billion, resulting for requisition of the DAR’s supplemental budget to
allow it to meet its targets on Land Acquisition and Distribution,
Support Services and Delivery of Agrarian Justice, it said.

DAR launches
ARCP2
The Agrarian Reform Communities Project (ARCP) 2 in Negros Occidental
was launched yesterday by the Department of Agrarian Reform (DAR) at a
ceremony held in Bacolod City’s Sugarland Hotel.
The affair was highlighted by the signing of a Memorandum of Agreement
(MOA) by DAR and stakeholders, cooperating agencies, and farmer-assisted
organizations.

DAR Regional Director
Alexis Arsenal led the launching ceremony.
ACRP 2 is a support services program of DAR extended to agrarian reform
beneficiaries and farmers, after the extension of the CARP. It is the
extended offshoot program based in Guimaras and Panay islands, where
ARCP 1 had been implemented.

Farmers Get CARP Lands
The Department of Agrarian Reform Negros Occidental
recently installed 33 individual certifications of
land ownership to 25 Agrarian Reform Beneficiaries
in Hacienda Remedios, Brgy. 12,
Victorias City.
Provincial Agrarian Reform Officer I, Gideon Yongque
Jr., said the 62 hectares had already been installed
with farmers and ARBs in 2003 through a collective
CLOA.
The
farmers collectively worked in the farm through
their cooperatives - the Sta. Monica Farmer's
Multipurpose Cooperative.
Through
the cooperatives, the farmers were able to pay their
land amortization in the Land Bank of the
Philippines.

421 hectares of
Foreclosed Lands Turned Over to
DAR Negros Occidental
A total of
421 hectares of foreclosed private agricultural
lands were turned over to the Department of Agrarian
Reform (DAR) Negros Occidental by the Development
Bank of the Philippines (DBP) during the signing of
the memorandum of agreement (MOA) yesterday at the
Sugarland Hotel in Bacolod City.
The 421 hectares of said lands cover 60
landholdings. Of the land titles , four
totaling 67.43 hectares are located in Bacolod City,
five totaling 66.6647 hectares are in Kabankalan
City and 51 titles totaling 287.70 hectares
are situated in San Carlos City.
DAR Negros Occidental said that the lands would be
used as part of the mobilization of CARPER (CARP
Extension with Reform) law.

Workshop held CARPER
Implementation
The Department of Agrarian Reform recently held an
Expanded Mancom Conference to come up with a consultation
workshop among the key officials of DAR and assess
its readiness to implement the reform provisions of
Republic Act 9700, or the CARPER Law.
The output of sectoral groups concerned in the
formulation of the Implementing Rules and
Regulations for the Land Acquisition and
Distribution, Program Beneficiaries Development and
Agrarian Justice Delivery were also presented and
fine tuned during the conference.

DAR Ranks 6th in
Integrity Program
The Department of Agrarian Reform ranked 6th out of
109 agencies during the recent awarding of the
Integrity Development Action Plan compliant
agencies, at the Heroes Hall at the Malacañang in Manila, DAR
press released said.
It was the first time the
DAR was given recognition by the presidential
Anti-Graft Commission for being in the top ten since
the department became IDAP compliant in 2005,
it said.

No Titling of Lands
after CARPER takes effect

E. Umadhay Jr., said that the joint agreement
of the Department of Agrarian Reform and the
Register of Deeds will make sure that there will be
no subsequent titling of lands after the
Comprehensive Agrarian Reform Program Extension with
Reforms take effect.
This was agreed
upon during the joint conference of the DAR-ROD at
the Northwest Inn in Bacolod City.
Umadhay said
this is a concerted action from both parties to make
sure that alll private agricultural lands that
are subjected to sale pass through DAR, regardless
of the land area. This is pursuant to the
joint DAR-Land Registration Authority Memorandum
Circular No. 16 Series of 2004.

DAR Scholars gets
Graduation Honors
Department
of Agrarian Reform in Negros Occidental now has 62
continuing scholars assisted by the President Diosdado Macapagal Agrarian Scholarship Program.
PDMASP is an on-going scholarship program where each
student is receiving P800 monthly allowance from DAR
Provincial Office, Aisha Mae Ardiente of the
Beneficiaries Development Coordination Division
said.
Scholars also given P500 every semester to pay for
their books, school supplies and other materials,
Ardiente added.
Last year, the third batch of PDMASP had 13
graduates, two of whom received awards. Avon
Baylon was awarded Best in research and Benjie
Melano Jr. graduated cum laude. Both students
graduated from the Negros State College of
Agriculture in Kabankalan City.
New PARO II Named
Gideon Umadhay Jr. has been appointed the new
Provincial Agrarian Reform Officer II of Negros
Occidental>
Umadhay said
that his leadership will focus on the bureaucracy of
the department. He said that motivation is
needed for the employees and staff to straighten
irregularities within the department.
The distribution of the 69,000 hectares of land in
Negros Occidental will be his priority after his
installation.
"We are only waiting for the Implementation of Rules
and Regulations so that we can take action on this
land area", Umadhay said.
Agrarian Reform Areas to
get help from ABD
Eleven agrarian reform
communities in Negros Occidental will be the beneficiaries of support
from the Asian Development Bank through the Department of Agrarian
Reform.
The 11 ARCs are
Alijis-Bayabas-Pacol, Valladolid; Brgy. X, Victorias;
Cabatangan-Concepcion, Talisay; Canang-canag,
Isabela; Caningay, Candoni; Capitan Ramon, Silay;
Gen. Malvar, Pontevedra; Ma-ao, Bago; Maaslob-Dolis,
Calatrava; Minoyan, Murcia and Payao, Binalbagan.
The communities were
chosen based on their limited capital assistance
under DAR, their ARC level of development
assessment, and their 50 percent land acquisition
and distribution development.
Government to Pour in
P150 Billion for CARP Extension

Provincial Office Public Information officer Gloria
Cañonero said a P150-billion fund would be poured in
by the government for the five-year extension of
Comprehensive Agrarian Reform Program (CARP) the
moment President Gloria Macapagal-Arroyo signs the
extension law by August.
Cañonero told SunStar Bacolod "We are
looking forward for the President to sign the 5-year
extension order for the CARP."
She added "the extension
would mean a P150-billion fund for its total
mobilization all throughout the five years extension
coverage."
The extension would also
benefit Agrarian Reform Beneficiaries (ARBs) as the
planned 60% of the total fund would be allocated as
support services to the ARBs in Negros Occidental
and around the country.

DAR Installed 151 ARBs in VOS Lands of Kanla-on Farms
Department of Agrarian Reform recently installed 151 ARBs in the
landholdings formerly owned by Kanla-on Farms, Inc. and Jesus Jalandoni,
otherwise known as Hda. Angelita. Considered as one of contentious
landholdings placed under the ambit of CARP by way of Voluntary Offer to
Sell (VOS) Scheme, 4 CLOAs were issued on the first 4 lots with total
area of 32.949 has. out from the total of 18 lots subject of VOS with a
total area of 215.8680 has. Formerly these landholdings have 3 groups of
conflicting ARBs belonging to TFM, DALO, and the Pro-Mgt. Coop who each
and every situation tried to resist each other inside the landholding.
Several mediation dialogues were conducted to iron out differences and
finally Memorandum of Agreement was signed for their sharing of area per

Senate, House Extend CARPer Coverage to 5 years, Raise Funding
The Senate and the House of representatives Have
resolved all the major issues concerning the
Comprehensive Agrarian Reform Program (CARP) bill
and agreed to extend the coverage for five more
years plus an allocation of up to P150 billion.
Senate Minority Leader
Aquilino Pimentel Jr. expressed confidence
that the bicameral conference committee would be
able to reconcile all conflicting provisions of the
Senate and House versions of the bill and come up
with consolidated proposal.
Pimentel, a member of the Senate panel in the joint
committee, also said that a provision would
authorize additional appropriation for the CARP was
approved.
The funds would primarily used to acquire and
distribute agricultural lands and provide support to
beneficiaries to make the lands and provide support
to beneficiaries to make the lands productive.

Take 'Killer Amendments'
out of CARP Bill - CBCP
The Catholic Bishops Conference of the Philippines (CBCP)
warned lawmakers against passing seven "killer
amendments" in the extended and reformed
Comprehensive Agrarian Reform Program (Carper) Bill.
In a pastoral statement, CBCP stressed the positive
impact of the Agrarian Reform on poverty reduction
if its properly implemented.
'We oppose in the strongest terms the threat of 'killer amendments'
being inserted by some senators and congressmen that will effectively
emasculate the objectives and gains of the CARP with Extension and
Reform (Carper) Bill for poor farmers. These amendments are called
'perfecting' amendments by their proponents which in realit, would di,
slow down and reverse the gains of the program and reduce the resources
available for it," it said in a pastoral statement signed by CBCP
President Angel Lagdameo.

Two(2) Agrarian Reform Cooperatives availed recently support services in
the form of farm equipments and implements from Hon. Congressman Jose
Carlos ‘Kako’ Lacson, in cooperation with the Dept. of Labor and
Employment (DOLE).
In his message, Congressman Lacson gave emphasis
to ARBs that this grant and benefits extended to them forms part of the
food security program of Pres. Gloria Macapagal-Arroyo (PGMA). This was
channeled thru DOLE but DAR was tasked to identify the ARBs –
recipients. Why DAR and DOLE, its because all these things will go down
directly to ARBs, for them to work effectively in the farmlots awarded
to them thru CARP.

Department of Agrarian Reform, recently installed 62 agrarian reform
beneficiaries in Hda. Graciana, Brgy. Sta. Cruz, Murcia. A landholding
formerly owned by Mandalagan, Development Corporation, covered by
Comprehensive Agrarian Reform Program (CARP), by way of Voluntary Offer
to Sell (VOS) Scheme. A total of 59.9822 has. were distributed to
qualified ARBs and collective CLOA was issued in their favor.
Mrs. Togores, representative from Murcia Assessor’s Office, reminded
ARBs on their obligation to pay the realty taxes on the prescribed
period and informed them that failure to pay such for a period of time
is tantamount to foreclosure and place the landholdings into auction
sale by the Municipal Government.

By virtue of DAR Special No. 20, Series of 2009, signed by Secretary
Nasser C. Pangandaman, dated January 19, 2009, DAR Negros Occidental
PARO II Teresita E. Depeñoso, is transferred to the Province of
Guimaras, and she will be replaced by the PARO II of Iloilo in the
person of Mr. Ricardo Fernandez. This Special Order further states to
take effect immediately and revoke and/or superseded all other issuances
inconsistent herewith.
Upon receipt of the Special Order fax to the provincial Office,
immediately PARO Depeñoso announced her transfer in the ongoing MAROs
conference at the Kadiwa Center.
