
Senate, House Extend CARPer Coverage to 5 years, Raise Funding
The Senate and the House of representatives Have
resolved all the major issues concerning the
Comprehensive Agrarian Reform Program (CARP) bill
and agreed to extend the coverage for five more
years plus an allocation of up to P150 billion.
Senate Minority Leader
Aquilino Pimentel Jr. expressed confidence
that the bicameral conference committee would be
able to reconcile all conflicting provisions of the
Senate and House versions of the bill and come up
with consolidated proposal.
Pimentel, a member of the Senate panel in the joint
committee, also said that a provision would
authorize additional appropriation for the CARP was
approved.
The funds would primarily used to acquire and
distribute agricultural lands and provide support to
beneficiaries to make the lands and provide support

Take 'Killer Amendments'
out of CARP Bill - CBCP
The Catholic Bishops Conference of the Philippines (CBCP)
warned lawmakers against passing seven "killer
amendments" in the extended and reformed
Comprehensive Agrarian Reform Program (Carper) Bill.
In a pastoral statement, CBCP stressed the positive
impact of the Agrarian Reform on poverty reduction
if its properly implemented.
'We oppose in the strongest terms the threat of 'killer amendments'
being inserted by some senators and congressmen that will effectively
emasculate the objectives and gains of the CARP with Extension and
Reform (Carper) Bill for poor farmers. These amendments are called
'perfecting' amendments by their proponents which in realit, would di,
slow down and reverse the gains of the program and reduce the resources
available for it," it said in a pastoral statement signed by CBCP
President Angel Lagdameo.

Turn-over Farm Implements and Equipments to Agrarian Reform

Two(2) Agrarian Reform Cooperatives availed recently support services in
the form of farm equipments and implements from Hon. Congressman Jose
Carlos ‘Kako’ Lacson, in cooperation with the Dept. of Labor and
Employment (DOLE).
In his message, Congressman Lacson gave emphasis
to ARBs that this grant and benefits extended to them forms part of the
food security program of Pres. Gloria Macapagal-Arroyo (PGMA). This was
channeled thru DOLE but DAR was tasked to identify the ARBs –
recipients. Why DAR and DOLE, its because all these things will go down
directly to ARBs, for them to work effectively in the farmlots awarded
to them thru CARP.
